ACT NO. 27. AN ACT To establish and organize the Parish of Beauregard, to fix its boundaries, and to provide for temporary government and administration thereof, in accordance with Article 277 of the Constitution of this State. And to provide for the sub- mission to the voters of the Parish of Catahoula at an election to be held on the third (3) Tuesday in January 1908 of the question. “Whether or not the said Parish of Beauregard shall be established and organized” and to provide for the holding and conduct of said election, and to give effect to the same.

ACT NO. 49. AN ACT To provide for calling, holding, conducting and regulating of primary elections; to provide that it shall be compulsory that all nominations to be made by any political party for candidates for the office of United States senator, members of the House of Representatives in Congress, all State, district and parochial officers, members of the Senate and House of Representatives of the State of Louisiana, and of city and ward officers in all cities, towns and villages shall be made by a direct primary; to define the term political party under this Act: to prescribe the qualifications of electors participating in and candidates for nomination to be voted for at said primary election: to prescribe the number and manner of choosing commissioners who shall preside over and conduct said election: to provide the time and manner of conducting said primary election: to provide for the defraying the expenses of said primary election; to provide the duties of officers to whom returns are to be made; to prescribe what are offenses against, and to provide penalties for violations thereof, and to repeal all laws or parts of laws in conflict therewith.

ACT NO. 80. AN ACT To create the Saline Levee and Drainage District of the State of Louisiana: to provide for the appointment by the Governor of a Board of Commissioners to govern the same: to authorize the said Board to levy, assess and collect a tax or local assessment, or forced contribution: authorizing the levy, assessment and collection of an ad valorem tax on all the property within the district: the levying and collection of a specific tax or assessment on each bale of cotton raised in the said district ; authorizing the assessment and collection of a tax upon each mile of railroad within the said district: authorizing the said Board to provide for the fixing of rules and laws for the government of the levee and drainage district: authorizing the issuing of bonds: pledging the revenues of the said district to the payment of said bonds, interest and other monies, to be borrowed in pursuance of the provisions of this Act: authorizing and requiring the levying of taxes for the payment of the interest and principal of the same: providing for a sinking fund for the redemption of the bonds: authorizing and empowering the Board to borrow money, for the use of the Board, and authorizing the mortgage or pledge of the property and things of value, including the revenues for the payment of the amount so borrowed; donating to the levee and drainage district certain lands in the district belonging to the State, and prescribing the duties of the State Board of Engineers in connection herewith.

ACT NO. 82. AN ACT. Defining the powers of the district courts of this State, outside of New Orleans, and the criminal district courts in New Orleans, , and the city courts where same are in existence in the cities of the State outside of New Orleans, with reference to the care, treatment and control of dependent, neglected, incorrigible, and delinquent children under the age of sixteen (16) years, and providing for the means by which such powers may be exercised.

To amend and re-enact Sections two, four, five, six and seven of Act No. one hundred and twenty-two of the session of the General Assembly of the State of Louisiana for the year 1904, entitled “An Act to create the office of Fire Marshal of the State of Louisiana, and providing the method of appointing said Fire Marshal, and defining his duties, powers and authority, and to provide for a tax to be levied on fire insurance companies for the expense of maintaining the office and putting into force the provisions of this Act.

ACT No. 156. AN ACT To amend and re-enact Sections five, nine, ten, eleven, twelve, thirteen, sixteen, seventeen and thirty-four of Act No. 169 of 1898, as amended, and re-enacted by Acts No. 60 of 1902, and 31 and 171 of 1904, entitled “An Act to incorporate the city of Baton Rouge; provide for the government and administration of the affairs thereof, and to repeal all laws inconsistent or in conflict therewith.” To provide for a submission to the electors of said city for their ratification or rejection all of said amendments except that to Section thirty-four of said Act No. 169 of 1898 as amended by Act No. 171 of 1904.
