ACT No. 13 AN ACT To amend and re-enact the Title and Section 2 of Act No. 317 of the laws of 1952 entitled "An Act to create the Louisiana State Building Authority, composed ex-officio of the Governor or his Executive Council, the Lieutenant Governor, the Speaker of the House of Representatives, the Chairman of the House Appropriations Committee, the Chairman of the Senate Finance Committee, the State Auditor and the State Treasurer, hereinafter designated as the Board, declaring said authority a body politic and corporate; providing for the adoption by said Board of rules and regulations for its own government; providing for the election of its officers; providing for the construction, improvement, remodeling, furnishing and/or equipping of educational, charitable, correctional and penal buildings and other structures and facilities of the State providing for surveys, plans and specifications therefor, and providing also for the acquisition of any land required for the carrying out of the purposes specified in this Act; authorizing the borrowing of money or funds and the issuance and sale of bonds or other obligations by said Louisiana State Building Authority for the purposes hereinabove expressed and hereinafter specified in an amount not to exceed nine million seven hundred fifty thousand ($9,750,000) dollars; and authorizing the pledge of funds or revenues to secure the payment of said bonds or other obligations of said Board."

ACT No. 116 AN ACT To appropriate an additional Two Hundred Twenty Thousand Four Hundred Thirty-one Dollars ($220,431.00) to Charity Hospital of Louisiana at New Orleans for the remainder of the fiscal year 1953-54 for operations, such additional funds being required to replace operating funds used to return to the Treasury unexpended balances of prior years.

ACT No. 231 AN ACT Making appropriations for the ordinary expenses of the State Government, pensions, public schools, public roads, public charities and state institutions. Appropriations Section 1. Be it enacted by the Legislature of Louisiana provided. that the following sums, or so much thereof as may be neces- sary, be and the same are hereby appropriated out of any monies in the State Treasury or belonging to the State of Louisiana or the Departments and Agencies thereof, for the purposes specified, for the year commencing July 1, 1954 and ending June 30, 1955, and for the year commencing July 1, 1955 and ending June 30, 1956, subject to the conditions as hereinafter provided.

PROPOSITION No. 21 ACT No. 757 A JOINT RESOLUTION Proposing an amendment to Article XIV of the Constitution of Louisiana by adding thereto a new Section to be designated as Section 23.3 relative to the fixing of water rates to be charged private consumers of water by the Sewerage and Water Board of New Orleans and the purposes for which such revenues may be used, and the procedure to be followed before taking any decisive action in regard to rates.
