Article 131

Art. 131. There shall be a Court of Appeal, to be known and designated as the Court of Appeal for the Parish of Orleans, which shall be composed of three judges, who shall be learned in the law and who shall have practiced law m this State for six years, and shall have been residents of one of the parishes hereinafter named for at least two years next preceding their election or appointment, and they shall be elected by the qualified electors of the said parishes. After August 1, 1900, in addition to those from the Parish of Orleans, all appeals within its jurisdiction from the parishes of Jefferson, St. Charles, Plaquemines, and St. Bernard, shall be returnable to said court, and the costs of filing same shall not exceed five dollars in each case. ....
