The Legislature established the University of Louisiana in New Orleans, and created a diploma privilege for graduates.
SEC. 9. Be it further enacted, &c.; That said Board of Administrators shall have the right of conferring, by diploma, under their common seal, on any person or persons whom they may think worthy thereof, all such literary honors and degrees as are known and usually granted by any University or College in the United States or elsewhere; and the degree of Bachelor at Law and Doctor of Medicine, granted by said Administrators shall authorise[sic] the person or persons on whom it is conferred to practise[sic] law, or physic and surgery, in this State, anything in any law to the contrary notwithstanding.
