A Brief History of the Louisiana Juvenile Courts: 1913

1913

Act 1 of 1913, 2nd Ex. Sess., called for a constitutional convention in 1913. The primary purpose was to make changes concerning the state's bonded debt and the Sewerage and Water Board of the City of New Orleans.

Art. 118 of the 1913 Constitution addressed the creation of Juvenile Courts throughout Louisiana, and defined their authority and jurisdiction. The article's language tracked that of Act 83 of 1908 as amended by Act 48 0f 1910.

On Monday, March 31, 1913, the Juvenile Court held its first session at the new Courthouse building at Chartres and Conti. Around the same time, demolition began on the old building at  823 Baronne Street. Work would soon begin at that site on a new showroom for the The Abbott Automobile Company, Ltd.. Located just down the street at 706-716 Baronne, Abbott sold Packard and Baker Electric cars. Ginder Abbott's new showroom was ready by September.
