View of Elk Place before the government Civic Center complex was built. Recorder's Courts handled violations of city laws. Several cities in Louisiana had Municipal Courts to handle violations of municipal offenses, but New Orleans had Recorder's Courts to deal with such offenses. They were located within the same building as a police station.
