ART. 94. (1.) It shall not be lawful for any person or persons to give, within the limits of the city, any public balls of whatsoever description, under the penalty of fifty dollars fine for each and every contravention, unless permission, in writing, be previously obtained from the mayor to give said ball or balls, and after payment of license tax.

ART. 678. (7.) It shall not be lawful for any person or persons to beat a drum, or blow a horn, or sound a trumpet in any street or public place within the limits of the city ; provided, that this provision shall not apply to any militia or other procession, or to those cases in which auctioneers are permitted to beat drums.
