Insurrection

Louisiana’s first Spanish governor, Antonio de Ulloa, arrived in New Orleans in 1766, but failed to assert Spanish power and sovereignty. He even allowed the French flag to continue to fly.

The original settlers continued to actually rule. When Ulloa issued a new set of trade regulations, the council voted to banish him. Ulloa left New Orleans on November 1, 1768.

The next year, General Alejandro O’Reilly arrived with a force of 2,000 men and more than twenty ships. He executed the leaders of the rebellion, and implemented Spanish rule and government.
