"..a carefully framed bill was presented to the Legislature of 1898, looking to the establishment of metallic bust, Henry P. Darta uniform rule for admission to the Bar. This unfortunately failed of passage, probably because the public consciousness was not quite ready for it; but the Association will persevere in its efforts to bring about this needed reform."
