AN ACT To create and establish a Classified Civil Service, based upon the merit system of personnel administration, to administer, control and regulate employment in the service of all cities in the State of Louisiana having a population exceeding One hundred Thousand (100,000) according to the last preceding census . . . .
SECTION 10
Unclassified and Classified Service (a) The unclassified service shall include the following positions:
(5) Members and employees of the Board of the New Orleans City Park Improvement Association.
