A JOINT RESOLUTION Proposing to amend the Constitution of the State of Louisiana by adding thereto, immediately between Sections 23 and 24 of Article XIV thereof, new matter, which shall be known as Section 23.1 and which shall authorize and direct the City of New Orleans to levy and collect, for the year 1942 and annually thereafter for fifty years, a special ad valorem tax of two (2) mills on the dollar, for the construction and extension of the sewerage, water and drainage system of said City of New Orleans.
