AN ACT To amend and reenact R.S. 33:4096(B), 4096(D), 4097, 4100, 4101, 4102, 4105, 4121(B), 4125, 4128, 4129, 4130, 4138, 4141, 4142, 4143, 4148, 4151, 4152 and 4153 and to enact R.S. 33:4157, 4158 and 4159 relative to the Sewerage and Water Board of New Orleans; to provide for the issuance of bonds by the board in the name of the city of New Orleans; to provide for the terms and conditions by which the bonds may be issued; to provide for the manner of sale of the bonds; to provide for the security of the bonds; and to provide for related matters.

AN ACT To amend and reenact Chapter 4 of Title 38 of the Louisiana Revised Statutes of 1951), to be comprised of R.S. 38:281 through 513, and to repeal R.S. 5d:1951 through 1963 and R.S. 38:2021 through 2032, to comprehensively provide with respect to various levee boards and levee and drainage boards and various levee districts and levee and drainage districts; to provide for definitions; to provide for creation of levee districts and levee and drainage districts; to provide for the composition of the various levee boards and levee and drainage boards, including the appointment of members to the boards; to provide for construction and maintenance of levees, care and inspection of levees, and measure of compensation for lands and improvements; to provide for reimbursements to levee boards and levee and drainage boards by the office of public works, or its successor; to provide for commercial lease of lands; to provide for compromise of claims of lands conveyed in error; to provide for filling of vacancies, meetings of boards, election of officers, removal of commissioners, employment of attorney, and general powers and duties of the boards; to provide for per diem, expenses, and salaries; to provide for corporate status, domicile, deposit of funds and warrants of boards; to provide for payment of expenses of delegates to conventions and meetings; to provide for dues and contributions; to provide for notification of owners of oil, gas, or waterlines; to provide for an annual audit; to provide for incurring indebtedness and issuing bonds and certificates of indebtedness; to provide for the dedication of certain waterways; to provide for an annual budget; to provide for preparation of an emergency procedures manual; to provide for compliance with bid laws and statutes; to provide for the awarding of contracts by certain levee districts to small business concerns owned and controlled by socially and economically disadvantaged individuals; to provide for the levy of taxes and procedure for increased taxation; to provide for assessment rolls; to provide for local assessments and forced contributions; to provide for certain special provisions; to provide for expropriation of property; to provide for the issuance of bonds; to provide relative to levee districts reorganized, merged into, and consolidated with a parish; and to provide for related matters.
