AN ACT To amend and reenact R. S. 33:4084, relative to contracts let by the Sewerage and Water Board of New Orleans, to increase the amounts of certain contracts let by the board without advertisement and public bidding, and otherwise to provide with respect thereto.

1984 Act No. 332

AN ACT To amend and reenact R. S. 33:4169 relative to the provision of sewerage and water services by municipal corporations, parishes, and sewerage and water districts, to authorize any municipal corporation, parish, or sewerage or water district to assess a charge for connection to a sewerage or water system, to provide that the authorization for such charge is the policy of this state, to authorize such charge as an act of government on behalf of the state as sovereign and, pursuant thereto, to extend to such municipal corporation, parish, sewerage or water district the immunity of the state from antitrust law, to provide that any act within the scope of that grant of authority is presumed to be in furtherance of state policy and to authorize the governing authorities of such municipal corporations, parishes, sewerage or water districts to provide a monopoly public service, to authorize any municipal corporation, parish, or sewerage or water district to contract for construction and operation of sewerage or wastewater treatment facilities, to extend certain tax liability exemptions to any private contractor performing such construction or operation of facilities, to define terms, and otherwise to provide with respect thereto.

1984 Act No. 488

AN ACT To amend and reenact R. S. 33:4071 to provide with respect to members of the Sewerage and Water Board of the city of New Orleans, to provide for the appointment of two citizen members by the mayor from the city at large in lieu of appointment from congressional districts, to reduce the terms of all members of the board, to provide that members in office on July 31, 1984, shall continue to serve until the expiration of their terms, and otherwise to provide with respect thereto.

AN ACT To amend and reenact R.S. 33:4080, 4169, and 4169. 1(A)(4) and (B), all relative to provision of sewerage, garbage, trash, water, and other utility services, to provide with respect to liability for costs and expenses of shifting private mains to accommodate a portion of the sewerage and drainage system of the Sewerage and Water Board of the city of New Orleans; to provide with respect to terms and conditions of contracts by political subdivisions for the billing, collection, and enforcement of fees and charges for sewerage services and garbage and trash collection and disposal services; to authorize municipalities, parishes, and sewerage and water districts to contract with private companies for construction and operation of sewerage and wastewater treatment facilities and to provide for ad valorem and sales tax exemptions in favor of such private companies in connection therewith; to provide for the extension to all such political subdivisions of the immunity of the state from antitrust laws; and otherwise to provide with respect thereto.
