A JOINT RESOLUTION Proposing an Amendment to Article XIV, Section 24 of the Constitution of Louisiana by adding thereto a new section to be designated as Section 24.23 authorizing the City of New Orleans to lien real property by the levy and collection of local or special public improvement assessments on such property in connection with the cost of street, water and sewer improvements in the City and the issuance of public improvement certificates of indebtedness payable from and secured solely by such assessment liens.
