AN ACT To amend and re-enact Sections 1361, 1362, 1363, 1364, 1366, 1367, 1368, 1369, 1370, 1372, 1373, 1375 and 1376 to Title 37 of the Louisiana Revised Statutes of 1950 by adding thereto four new sections to be designated as Sections 1377, 1378, 1379 and 1380 thereof, all relative to plumbing and the Louisiana State Plumbing Board, and to in: crease the membership on the board, to define their terms, compensation, powers and duties, to create an advisory committee and define its duties, and to provide with regard to matters appertaining thereto.

A JOINT RESOLUTION Proposing an amendment to Section 23.3 of Article XIV of the Constitution of Louisiana relative to the fixing of water rates to be charged private consumers of water by the Sewerage and Water Board of New Orleans and the purposes for which such revenues may be used, including the funding thereof into water revenue bonds and the procedure to be followed before taking any decisive action in regard to rates.

A JOINT RESOLUTION Proposing an Amendment to Article XIV of the Constitution of Louisiana by adding thereto new sections to be designated as Sections 23.28, 23.29 and 23.30, all inclusive, relative to authorizing the Sewerage and Water Board of New Orleans to fix rates to be charged to private users of the sewerage system, and to collect the same from all persons who use the sewerage system, except the City of New Orleans and its public institutions from which no revenue is derived, and the Charity Hospital of New Orleans.
