The election last November in 1872 led to disputed results between the parties.in January 1873, there was conflict in the streets. Union-backed forces held the Mechanic's Institute with federal marshals and police. The democrats set up a rival legislature in the Odd Fellows Hall across Lafayette Square from City Hall.

Making appropriations for the general expenses of the State for the unexpired term of the year ending the thirty-first day of December, 1873.

Appropriation to pay rent of a building used as a State House, ten thousand dollars.
