AN ACT To amend and reenact Paragraphs (1) and (5) of Section 59, Section 102, Subsections B and C of Section 103, Subsections B and C of Section 105, Section 107, Section110, Section 196, Subsection A of Section 134, Subsection B of Section 154, Section 157, Section 173, Section 174, Section 176, Paragraph 2 of Subsection B of Section 191, Subsections B and C of Section 424, Subsection E of Section 425, Subsections A and B of Section 427, Section 431, Section 433, Section 434, Section 461, Subsections C and D of Section 464, Paragraph (5) of Subsection C of Section 465, Section 466, Paragraphs (4) and (5) of Section 467, Section 521, Subsection A of Section 553, Subsection B of Section 564, Section 602, Section 1285, Paragraph (6) of Subsection A and Paragraph (8) of Subsection B of Section 1303, Subsection B of Section 1310, Subsection C of Section 1354, and Section 1382, all of Title 18 of the Louisiana Revised Statutes of 1950; to amend Subsection E of Section 402 of said Title 18 by adding thereto a new Paragraph, to be designated Paragraph (3) thereof; to amend Subsection B of Section 464 of said Title 18 by adding thereto a new Paragraph to be designated Paragraph (4) thereof; to amend said Section 464 by adding thereto a new Subsection, to be designated Section E thereof; to amend Section 467 of said Title 18 by adding thereto a new Paragraph, to be designated as Paragraph (6) thereof; to amend and reenact Subsections A and B of Section 1373 of Title 18 of the Louisiana Revised Statutes of 1950 relative to elections, to provide that citizens may observe and inspect the preparation and testing of voting machines prior to an election; to provide for the securing of such voting machines immediately following such preparation and testing; and to amend Section 1484 of said Title 18 by adding thereto a new Subsection, to be designated as Subsection D thereof; and to amend and reenact Section 353 of Title 42 of the Louisiana Revised Statutes of 1950, all relative to elections and election procedures under the election laws of the state of Louisiana, to provide with respect to salaries and duties of employees of the registrars of voters, registration of citizens residing overseas, proof of naturalization, changes in registration, office hours of the registrar, inspection of records, sealing of election materials, challenge and cancellation of registration, calling of special elections, commissioners-in-charge, commissioners, alternate commissioners, watchers, qualifying fees for candidates, additional fees for candidates, nominating petitions for candidates, time for qualification of candidates, qualifications of voters, delivery of voting machine keys, assistance in voting, vacancies in office, proclamations of special elections, notice of special elections, absentee voting, deputy custodians of voting machines, and election campaign finance, to provide, with respect to transitional matters; and also to repeal Section 196.1 and Subparagraph (e) of Paragraph (2) of Section (E) of Section 402 of Title 18 of the Louisiana Revised Statutes of 1950, to delete obsolete or unnecessary language, and otherwise to provide generally and specifically with respect to matters pertaining to the election laws of the state of Louisiana.

AN ACT To amend Title 46 of the Louisiana Revised Statutes of 1950 by adding a new Chapter thereto to be designated as Chapter 28 to be composed of Sections 2200 through 2206 of said Title, to provide for the promotion and development of specialized transportation systems and services for the elderly and handicapped, to authorize the Department of Transportation and Development to establish and administer said program; to provide financial and other assistance to private nonprofit organizations for their compliance with Section 16(b)(2) of the federal Urban Mass Transportation Act; to provide for related matters; and to appropriate One Hundred Twenty-eight Thousand and no/100 ($128,000.00) Dollars, out of the General Fund of the State of Louisiana for the fiscal year 1979-1980 to the Department of Transportation and Development, to be used to provide said financial assistance.
