AN ACT To amend Title 18 of the Louisiana Revised Statutes of 1950 by amending and reenacting Subsection E of Section 391 thereof, by repealing Subsection F of Section 391 thereof, by amending and reenacting Subsections A and F of Section 392 thereof, Subsections A and E of Section 393 thereof, Subsection A of Section 394 thereof, Section 414 thereof, Subsection C of Section 418 thereof, and Sections 857 and 858 thereof, as incorporated into said Title 18 by certain provisions of Act 1 of the 1975 Regular Session of the Legislature, and further to amend said Title 18 by adding thereto a new Section to be designated as R.S. 18:394.1, all relative to the open election system; to provide with respect to qualifying fees; to provide an alternate method of qualifying in elections; to provide with respect to elections where there are two or more offices of the same kind or character to be filled; to provide with respect to assistance in voting; to provide with respect to the challenge of voters; and otherwise to provide with respect thereto.

AN ACT To amend Title 46 of the Louisiana Revised Statutes of 1950 by adding thereto a new Chapter, to be designated as Chapter 23 thereof and to consist of R.S. 46:1951 through R.S. 46:1955, relative to blind, visually handicapped and otherwise physically disabled persons; to provide that said persons have the same rights as the able-bodied to various public facilities; to provide that said persons have full and equal rights to places, accommodations and conveyances to which the general public is invited; to provide penalties for interference with the rights of said persons; to define housing accommodations; to provide for the right to full and equal access to housing accommodations; to provide relative to the rights of totally and partially blind persons; to require the governor to designate a day each year to be White Cane Safety Day; and otherwise to provide with respect to all other matters related to the rights of and duties owed said persons.
