AN ACT To amend and reenact R.S. 18:17(A), 103(D), 151(A), 152(A), (B), and (D), 154(B), 424(B)(1) and (D), 425(A) and (B), 431(A)(2)(a), 433(B)(5), 434(B), 532.1(C)(2) and (F), 534(B), 536(A)(introductory paragraph), 562(A), 564(D)(2), 565(B), 571(11) and (12), 573(E), 602(E)(2)(a) and (F), 1253(E), 1254(C) and (D)(4), 1285(B), 1300(A)(1), 1303(A)(2), 1308(A)(2)(a) and (c), 1310(B)(1) and (2), and 1332(B)(3) and to enact R.S. 18:428(E), 532.1(C)(3), and 1303(D)(3) and (G) and to repeal R.S. 18:532.1(G), and 1303(A)(8) and (B)(7), relative to elections; to provide for the beginning day of the term of the commissioner of elections; to allow members of the United States Service and citizens residing outside the United States to register to vote by transmitting their Federal Post Card Application by mail, facsimile, or other means of transmission; to allow registrars in certain parishes to maintain permanent records in a permanent branch office; to allow registrars to microfilm or microfiche certain inactive files; to provide for the arrangement of certain record files; to provide for the original application for registration for registrants whose registration has been canceled to be kept in an inactive file; to allow the registrars to request the commissioner of elections to copy requested records in certain instances; to expand the residence requirement for a person to be qualified to serve as a commissioner or commissioner-in-charge in a precinct in certain instances; to provide that a commissioner-in-charge take his oath before the day of the first election during his term of office; to provide for the number of commissioners at each precinct on election day and for their selection; to define the term law enforcement officer for purposes of the Election Code; to extend the certification of commissioners in certain instances; to provide for approval of certain precinct boundary changes; to provide guidelines for approval of certain precinct boundary changes; to provide submission of maps of precinct changes to the secretary of state and commissioner of elections; to delete provisions requiring the secretary of the Senate and the clerk of the House of Representatives to provide maps to the secretary of state and commissioner of elections; to provide for the changing of the location of a polling place prior to an election date exclusively for bond, tax, or other propositions or questions; to clarify that a commissioner has only one supplemental list of persons who have voted absentee; to provide that the commissioner-in-charge shall attach any physician's certificates indicating the voter's inability to vote without assistance to the precinct register; to provide that duplicate records of challenges to voters be attached to the precinct register; to provide that duplicate voter's affidavits be attached to the precinct register; to provide that the sealed precinct registers be returned to the registrars upon the breaking of seals and opening of the voting machines; to provide that in certain instances the governor shall issue a proclamation calling special elections to fill vacancies in certain local and municipal offices; to provide that when the slate of electors to support candidates for the offices of president and vice president by a recognized political party are submitted by the national chairman of the political party the certificate shall be accompanied by certain affidavits of each candidate for elector; to provide that a slate of independent candidates for elector shall not list candidates for the office of president or vice president supported by a recognized political party or by another slate of candidates for elector who have previously qualified either by filing a nominating petition or paying a qualifying fee; to require a certificate from the Louisiana State Bond Commission attesting to its approval of propositions in certain instances before the secretary of state prepares or certifies a ballot on the matter; to provide that elections at which a proposition or question is submitted to the voters at the same time as the election for any public official be held in compliance with the provisions regarding bond, debt, and tax elections as well as the provisions regarding primary and general elections; to permit a person who expects to be hospitalized and released prior to election day but who expects to be restricted to his bed by his physician to vote absentee in person; to provide that a person who is hospitalized or restricted to his bed by his physician during the time period for voting absentee in person and restricted to his bed on election day may vote absentee by mail; to provide that persons incarcerated in an institution who are qualified to vote may only vote absentee by mail and to provide procedures therefor; to correct references to federal law regarding absentee voting by mail; to authorize alternative procedures during a period of declared emergency; to prohibit certain persons from assisting certain voters in voting absentee; to allow absentee voters to receive assistance in voting in certain instances; to provide procedures for the parish board of election supervisors to direct the registrar to re-move a person for the special program for handicapped voters; and to provide for related matters.

AN ACT To amend and reenact R.S. 21:51 and 52 and R.S. 46:1952(A), (B), and (C), 1953(D), and 1954 and to enact R.S. 46:1953(E), relative to disabled persons; to provide for the allowance of service dogs for persons with disabilities into hotel rooms; to set forth the rights and privileges of all persons requiring the service of such dogs; to provide with respect to access to public accommodations, public places, conveyances, housing accommodations, and other places for physically handicapped persons, their service dogs, and those engaged in the training of service dogs; to define the term "service or guide dog trainer"; to establish the rights of disabled pedestrians; and to provide for related matters.
