AN ACT To enact R.S. 18:1303(D) and Chapter 7-A of Title 18 of the Louisiana Revised Statutes of 1950, to be comprised of R.S. 18:1321 through R.S. 18:1335, to provide with respect to absentee voting by mail by persons who expect to be hospitalized on election day; to provide for a statewide special program for the registration of and voting by certain physically handicapped persons by absentee ballot within the parish of registration; to require the commissioner of elections to establish, supervise, and carry out said program; to provide with respect to eligibility for participation, the procedures to be used for application to register or to vote, or both, voting assistance in voting, and handling of votes; to provide with respect to electioneering in connection with absentee voting under said law and for enforcement and penalties; and otherwise generally and specifically to provide for matters relating to said programs and registration and voting under said programs.

AN ACT To amend and reenact R.S. 40:1745(D), relative to parking for handicapped and disabled persons, to increase the permissible penalty for parking an unauthorized vehicle in a parking space designated for handicapped parking, to provide relative to towing fees and storage costs, and otherwise to provide with respect thereto.
