The Way It Was

At the beginning of the twentieth century, children were seen as smaller, weaker adults. Many worked long hours at dangerous jobs. If they were arrested, they faced the same penalties as adults, and could be locked up with adults. Apart from a few groups like the Society for the Prevention of Cruelty to Children, a social safety net did not exist.
