Act 48 establishes a continuing judicial fund which shall consist of monies charged as fees for adoption cases pursuant to R.S. 13:1585 and which shall be administered by the judges of the juvenile court. In the event the city of New Orleans in any year pays the judges of the juvenile court for the parish of Orleans less than the additional five thousand dollars authorized in Sub-section B above, each judge shall receive out of said judicial fund a sum which, together with other salaries received under this Section, shall not exceed $15,000 per annum. If in any year after payment of salaries as herein authorized has been made out of the judicial fund, there remains a surplus in said fund, the judges of the juvenile court for the parish of Orleans may expend such surplus for the improvements and necessities of the court.
