ACT No. 3. AN ACT To appropriate an additional Seven Hundred Seven Thousand and Forty-eight Dollars ($707,048.00) to the charitable, mental and correctional institutions of the State for the remainder of the fiscal year 1947-1948 for their operation, such additional funds being required for deficiencies in the funds appropriated to such institutions due to increased costs of all items required for their maintenance and operation.

AN ACT To repeal Act No. 3 of 1942, as amended by Act No. 252 of 1944 and Act No. 88 of 1946, entitled: "An Act to establish the Department of Institutions; to merge and consolidate therein and transfer thereto the functions of the State Hospital Board, the State Hospital Director, the Board of Directors of the State Industrial School for Colored Youths, the Board of Commissioners of the State Industrial School for Girls, the Board of Commissioners of the Louisiana Training Institute, the Board of Administrators of the State Colony and Training School, the Board of Administrators of the East Louisiana State Hospital, the Board of Administrators of the Louisiana Hospital for the Insane of the State of Louisiana (Central Louisiana Hospital), the Huey P. Long Hospital (Pineville), the Florida Parishes Charity Hospital (Independence), the Southwest Louisiana Charity Hospital (Lafayette), the Board of Directors of the Northeast Louisiana Charity Hospital (Monroe), the Hot Wells Hospital (Rapides Parish), the Board of Directors of the Shreveport Charity Hospital, the Maternity Hospital (Baton Rouge), the Board of Administrators of the Charity Hospital of Louisiana at New Orleans, the General Manager of the Louisiana State Penitentiary, the State Warden of the Penitentiary, the Board of Directors of the Soldiers' Home of the State of Louisiana (Camp Nicholls), the Tuberculosis Commission for the State of Louisiana, as to the management and administration of the Greenwell Springs Tuberculosis Hospital and any other tuberculosis sanitariums, and the boards of all other State hospitals and institutions, except institutions of learning; providing for the administration, management and operation of all State hospitals and other institutions of the State, except institutions of learning; defining the organization, powers and duties of the Department; providing for the qualifications, terms of office, methods of appointment, compensation, duties and powers of the Director and Boards of the Department; transferring functions, records, properties and employees; prescribing methods and,procedures; abolishing superseded agencies; repealing inconsistent provisions; act immediately effective."

ACT No. 16. AN ACT To transfer and vest in the Board of Administrators of the Charity Hospital of Louisiana at New Orleans all of the functions and powers in relation to said Hospital transferred to and vested in the Department of Institutions by Act No. 3 of 1942.

ACT No. 46. AN ACT To regulate the system of bar pilotage of vessels or ships for the entrances of the Mississippi River, or any other inland waterway connecting the Port of New Orleans with the Gulf of Mexico, or other outside waters; to provide for a Board of Bar Pilot Examiners and to define its duties; to provide for the qualifications of Bar Pilots, their appointment, powers and duties; to provide the charges that may be made by such pilots of services; and providing for penalties for the violation of this act and repealing all laws or parts of laws in conflict herewith.

ACT No. 124. House Bill No. 548. By Mr. Roberts. AN ACT Authorizing and empowering Board of Administrators of Charity Hospital of Louisiana at New Orleans to grant and convey title to a portion or portions of the Charity Hospital grounds in the City of New Orleans to Board of Supervisors of Louisiana State University and Agricultural and Mechanical College, for a site or sites for an addition or additions to the Louisiana State University Medical School Building, together with all necessary or desirable servitudes, on, over and across said grounds and to enter into such agreements as may be necessary or desirable for the construction, maintenance and operation of said addition or additions, for the consideration and under such terms, conditions and stipulations as said Board of Administrators may deem reasonable.
