ACT No. 175 AN ACT To amend and reenact Section 4082 of Title 33 of the Louisiana Revised Statutes of 1950 and to add to said Title 33 forty-seven new Sections, to be designated as R.S. 33:4093 through R.S. 33:4139, to replace from the constitution to the statutes provisions relating to the Sewerage and Water Board of New Orleans, to change the millage rates of two special taxes authorized in such provisions from "two mills" and "three mills" to "not to exceed two mills" and "not to exceed three mills", respectively, and to change the beginning dates of the levy of these special taxes and thereby to extend the levy of such special taxes and to otherwise provide with respect to the powers and duties of the Sewerage and Water Board of New Orleans, the effectiveness of the act to be contingent upon the adoption by the electors of the state of the proposed revision of portions of Article XIV of the Constitution of the State of Louisiana.

ACT No. 187 A JOINT RESOLUTION Proposing a revision of portions of Article XIV of the Constitution of Louisiana, relative to local government, by amending Sections 14, 22, 23, 24, 46, and 48, by adding thereto thirteen new sections, to be designated Sections 14.1 through 14.10 and Sections 49, 50 and 51 and by repealing Sections 3 (d) (1st) providing for acquisition and financing of sewerage improvements for East Baton Rouge Parish, 3 (e), 3 (f), 6, 13, 15, 15.1, 18, 23.1, 23.3 through 23.41, 23.43, 24.2 through 24.22, 30.3, 30.4, 30.5, 31.1, 31.2, 31.3, 31.4, 31.7, 32, 33, 34, 35, 36, 37.1, 38 (1st), 38 (2nd), 38.1, 39, 39.1, 43, 44, 44.1 and 45, all in order to provide generally with respect to the authority of the legislature to create or authorize the creation of special districts, boards, agencies, commissions and authorities of every type useful in carrying on the duties and functions of political subdivisions and to provide generally with respect to the powers which may be granted such districts, to grant authority to the legislature to authorize the incurring of debt and issuance of bonds by political corporations, to provide for the pledge of the full faith and credit of political subdivisions to the payment of the principal and interest on bonds issued by them and to set forth uniform requirements upon political subdivisions to insure repayment of their bonds, to provide for elections to authorize ad valorem tax bonds of political subdivisions and for bonds of political subdivisions requiring voter authorization prior to the adoption of this revision, to provide limitations on the bonded indebtedness of political.....
