ACT No. 33  AN ACT To appropriate the sum of One Thousand Eight Hundred and No/100 ($1,800.00) Dollars out of the General Fund of the state of Louisiana for the Fiscal Year 1976-1977, to be used to pay the final judgment in the suit entitled "Wallace W. Barr, III vs. Charity Hospital of Louisiana at New Orleans and the Louisiana Health and Social and Rehabilitation Services Administration, Division of Health, Maintenance and Ambulatory Patient Services," bearing Number 590-407 on the fourth docket of the Civil District Court for the parish of Orleans, state of Louisiana.

ACT No. 167  AN ACT To amend and reenact and as so amended and reenacted to arrange in proper statutory form and incorporate into the statutes the provisions of Article 14, Sections 23, 23.1 through 23.43 of the Constitution of 1921, continued as a statute by Article XIV, Section 16(A) (10) of the Constitution of 1974, by amending Part III of Chapter 9 of Title 33 of the Louisiana Revised Statutes of 1950, to add thereto new Sections to be designated R.S. 33:4093 through 4136, inclusive, relative to the construction, control, maintenance and operation of the public water system, the public sewerage system, and the drainage system of the city of New Orleans.

ACT No. 405  AN ACT To authorize the State Bond Commission to issue bonds or other obligations of the state of Louisiana in an amount not to exceed Forty-five Million One Hundred Two Thousand Dollars, to provide funds for additional construction and renovation projects within the Charity Hospital of Louisiana at New Orleans complex; to describe the projects and costs thereof; to provide that the bonds or other obligations shall be general obligations of the state of Louisiana to the payment of which the full faith and credit of the state is pledged and shall be secured by monies pledged and dedicated to the bond security and redemption fund; to provide for deposit of the proceeds of the bonds in the capital improvement bond fund and disbursement therefrom by the state treasurer to the Division of Administration through the facility planning and control department of the office of the governor for the purposes for which issued; to provide for investment of the proceeds of the bonds by the state treasurer and for the disposition of any interest or profit derived from the investment; to provide with respect to reallocation among the projects of any surplus from a project or projects; to authorize the Division of Administration through the facility planning and control department of the office of the governor to provide for the planning, execution and completion of the projects authorized by this Act; and to repeal Act No. 552 of the 1974 Regular Session of the Louisiana Legislature.

ACT No. 466   AN ACT To amend and reenact the Title and Subsection A (ii) of Section 21 of Act No. 370 of the 1975 Regular Session of the Legislature entitled: "AN ACT To authorize and provide with respect to the issuance and sale of general obligation bonds or other general obligations, hereinafter referred to as bonds, of the state of Louisiana for specified purposes, and in specified amounts by authorizing and providing for not in excess of One Million Four Hundred Thousand Dollars of bonds for constructing, establishing, improving, furnishing and equipping a library classroom building for Louisiana State University and Agricultural and Mechanical College; not in excess of Thirty-Three Million Five Hundred Thousand Dollars of bonds to provide funds for highway construction, modification and improvement projects; not in excess of Twelve Million Three Hundred Fifty-Three Thousand One Hundred Dollars of bonds for certain purposes specified in Schedule II of Section 2 of House Bill 1198 of the 1975 Regular Session; not in excess of Ten Million Five Hundred Thousand Dollars of bonds to provide financing of the construction, modification or improvement of buildings, structures and other facilities comprising the capital outlay program of the Louisiana State School for the Deaf to be located in East Baton Rouge Parish and the furnishings and equipment therefor; not in excess of Ten Million Dollars of bonds for the purpose of making available to the state department of public works funds to pay all or part of the cost of constructing, acquiring or improving a diversion channel and water distribution system for water from the Sabine River to the Lake Charles industrial area and other areas of Calcasieu Parish; not in excess of Three Million Dollars of bonds to provide funds for additional construction and renovation within the Charity Hospital of Louisiana at New Orleans complex; not in excess of Ten Million Seven Hundred Thousand Dollars of bonds to provide funds for the construction of the center for engineering and business administration on the Baton Rouge campus of Louisiana State University and Agricultural and Mechanical College; not in excess of Sixty-Five Million Two Hundred Thirty-Five Thousand Dollars of bonds to provide highways for the purpose of evacuation of residents of coastal and other areas of the state subject to overflow from hurricanes and other natural catastrophes; not in excess of Sixteen Million Dollars of bonds to provide funds for capital improvements to the Port of New Orleans . . .

ACT No. 513   AN ACT To amend and reenact Title 36 of the Louisiana Revised Statutes of 1950, to be comprised of R.S. 36:1 through R.S. 36:960, to continue to fulfill the legislative mandate contained in Article IV, Section 1 and Article XIV, Section 6 of the Louisiana Constitution that the departments, offices, agencies, and instrumentalities of the executive branch of state government and their functions, powers, duties, and responsibilities be allocated into not more than twenty departments, exclusive of the offices of governor and lieutenant governor, which shall compose the executive branch of government; by designating the twenty departments which shall compose the executive branch and by creating and providing with respect to twelve of such total number of departments, namely, the Department of State Civil Service, the Department of Commerce, the Department of Corrections, the Department of Culture, Recreation and Tourism, the Department of Health and Human Resources, the Department of Labor, the Department of Natural Resources, the Department of Public Safety, the Department of Revenue and Taxation, the Department of Transportation and Development, the Department of Urban and Community Affairs, and the Department of Wildlife and Fisheries; by transferring to said departments, or by abolishing, specifically enumerated boards, commissions, departments, offices, agencies, and instrumentalities within the executive branch; by transferring and/or merging and consolidating into these departments, as provided herein, the powers, duties, functions, and responsibilities of such boards, commissions, departments, offices, and agencies so transferred or abolished; by providing for the effect of such transfer and/or merger and consolidation and the procedures by which same shall be effectuated; by fixing effective dates; by providing with respect to the applicability of the distribution of powers mandated by Section 2 of Article II of the Louisiana Constitution to the boards, commissions, departments, offices, agencies, and instrumentalities herein transferred and to the departments to which they are transferred; by providing for further reorganization of the executive branch of government by providing with respect to the powers, duties, and functions of the joint legislative committee on reorganization of the executive branch, and by generally and specifically providing with respect to all of the above.

ACT No. 542 AN ACT To amend Chapter 11 of Title 37 of the Louisiana Revised Statutes of 1950 by adding thereto a new Part to be designated as Part IV thereof, to be comprised of Sections 1015 through 1020; relative to nurse educators; to provide for definition of terms; to provide with respect to eligibility for stipendiary educational leave for the purpose of acquiring a master's degree or a doctoral degree in the field of nursing by the faculty of schools of nursing, specifically, Charity Hospital School of Nursing; to provide for a committee to administer the stipend program; to provide with respect to procedures for initiating and processing applications; to provide for approval of applications and the granting of stipends; and otherwise to provide with respect thereto.

ACT No. 581  AN ACT To appropriate the sum of Eighty Thousand and 00/100 ($80,000.00) Dollars, plus legal interest from August 15, 1973, until paid and costs of court for which the state may be legally liable, out of the General Fund of the state of Louisiana for the Fiscal Year 1976-1977 to be used to pay the final judgment in the suit entitled "Air Products and Chemicals, Inc. vs. Charity Hospital of Louisiana at New Orleans and Dr. Charles E. Mary, Jr., Commissioner, Louisiana Health and Social and Rehabilitation Services Administration (or his successor in office)", bearing Number 564-616 on the docket of Division "J" of the Civil District Court for the parish of Orleans, state of Louisiana.

ACT No. 593  AN ACT To amend Chapter 20 of Title 46 of the Louisiana Revised Statutes of 1950 by adding thereto a new Part to be designated Part II thereof, comprised of R.S. 46:1771 through R.S. 46:1775, both inclusive, relative to health and welfare; to provide for the creation of the Louisiana Council for Statewide Planning for Physician Manpower; to provide for the composition, powers, and functions of such council; and otherwise to provide with respect thereto.
