ACT No. 18   AN ACT Making appropriations for the ordinary expenses of the state government, pensions, public schools, public roads, public charities, and state institutions and providing with respect to the expenditure of said appropriations.

ACT No. 83  AN ACT To amend and reenact Title 36 of the Louisiana Revised Statutes of 1950, to be comprised of R.S. 36:1 through R.S. 36:960, and to repeal Act 103 of the 1918 Regular Session of the Louisiana Legislature, Chapter 5 of Title 2 of the Louisiana Revised Statutes of 1950, comprised of Sections 651 through 659 of said Title, Chapter 14 of Title 25 of the Louisiana Revised Statutes of 1950, comprised of Sections 671 through 677 of said Title, Chapter 3-A of Title 40 of the Louisiana Revised Statutes of 1950, comprised of Sections 581 through 600 of said Title and by repealing and declaring null and void Executive Orders Nos. 5 and 21 of 1972, to continue to fulfill the legislative mandate contained in Article IV, Section 1 and Article XIV, Section 6 of the Louisiana Constitution that the departments, offices, agencies, and instrumentalities of the executive branch of state government and their functions, powers, duties, and responsibilities be allocated into not more than twenty departments, exclusive of the offices of governor and lieutenant governor, which shall compose the executive branch of government; by designating the twenty departments which shall compose the executive branch and by creating and providing with respect to them and with respect to the office of the governor and the office of the lieutenant governor; by transferring to said departments, or by abolishing, specifically enumerated boards, commissions, departments, offices, agencies, and instrumentalities within the executive branch; by transferring and/or merging and consolidating into these departments, as provided herein, the powers, duties, functions, and responsibilities of such boards, commissions, departments, offices, and agencies so transferred or abolished; by providing for the effect of such transfer and/or merger and consolidation and the procedures by which same shall be effectuated; and by providing for further reorganization and consolidation within the executive branch; by fixing effective dates; by providing with respect to the applicability of the distribution of powers mandated by Section 2 of Article II of the Louisiana Constitution to the boards, commissions, departments, offices, agencies, and instrumentalities herein transferred and to the departments to which they are transferred; by providing for further reorganization and consolidation within the executive branch of government by providing with respect to the powers, duties, and functions of the Joint Legislative Committee on Reorganization of the Executive Branch, and by generally and specifically providing with respect to all of the above; and by repealing provisions of law relative to the Caldwell Forest Reserve, the Louisiana Regional Airport Authority, the State Weapons Museum, and the Louisiana Development Authority for Housing Finance, and repealing and declaring null and void executive orders relative to the Louisiana Bicentennial Commission.

ACT No. 285  AN ACT To amend and reenact Part IV of Chapter 11 of Title 37 of the Louisiana Revised Statutes of 1950, consisting of R.S. 37:1011 through R.S. 37:1016, relative to nurse educators; to provide for definition of terms; to provide with respect to eligibility for a stipendiary educational program for the purpose of acquiring a master's degree or a doctoral degree in the field of nursing or a doctoral degree in a related field by the faculty of approved schools of nursing, including Charity Hospital School of Nursing; to provide for a committee to administer the stipend program; to provide with respect to procedures for applications; to provide for approval of applications and the granting of stipends, and otherwise to provide with respect thereto.

ACT No. 327  AN ACT To enact the Omnibus Bond Authorization Act of 1977, relative to the implementation of a five-year capital improvement program; to provide for the repeal of One Billion Five Hundred Eighty-Seven Million One Hundred Twenty-five Thousand Two Hundred Eighty and No/100 ($1,587,125,280.00) Dollars of prior bond authorizations, to reauthorize Seven Hundred Fifteen Million Thirty-Five Thousand Two Hundred Eighty and No/100 ($715,035,280.00) Dollars of prior bond authorizations, to authorize Four Hundred Seventy-one Million Six Hundred Eleven Thousand Eight Hundred ninety-six ($471,611,896.00) Dollars of new bond authorizations; to provide for authorization and sale of such bonds by the State Bond Commission; and otherwise to provide with respect thereto.

ACT No. 330   AN ACT To amend Subsection C of Section 166.1 of Title 4 of the Louisiana Revised Statutes of 1950 by adding thereto a new Paragraph to be designated as R.S. 4:166.1 C (17) and to amend said Section 166.1 by adding thereto a new Subsection to be designated as R.S. 4:166.1 S to provide for the delivery to the Louisiana Optimist's Leukemia Foundation a share of the proceeds from the one percent commission taken from the total daily pools of all exotic wagering pools, to provide with respect to the use of said share and otherwise to provide with respect thereto.

ACT No. 434  AN ACT To appropriate the sum of Ten Thousand and No/100 ($10,000.00) Dollars and costs of court for which the state may be legally liable, out of the General Fund of the state of Louisiana for the Fiscal Year 1977-1978 to be used to pay the final judgment in the suit entitled "Beaulah Jackson, wife of Morris Sarah, et al vs. the Charity Hospital of Louisiana in New Orleans, et al," bearing Number 502-708 on the docket of the Civil District Court for the parish of Orleans, state of Louisiana.

ACT No. 716   AN ACT To provide relative to certain publicly owned lands, to authorize the Board of Trustees for State Colleges and Universities through the University of Southwestern Louisiana to transfer to the Department of Health and Human Resources certain described property in Lafayette Parish to be used solely for the purpose of a university medical center, and to authorize the Department of Health and Human Resources to enter into an agreement with the Board of Supervisors of Louisiana State University with respect to the exchange of certain properties in the city of New Orleans, and to authorize the Department of Health and Human Resources to enter into an agreement with the Board of Supervisors of Louisiana State University with respect to the lease of certain properties in the city of Baton Rouge.
