No. 57.] AN ACT To authorize the city of New Orleans to issue premium bonds, on conditions specified, in exchange for certain bonds heretofore issued and pledged to pay a judgment rendered against said city.

Received in the office of the Secretary of State, at New Orleans, this thirteenth day of March, eighteen hundred and seventy-seven, the foregoing bill, having been presented to his Excellency the Governor of this State for his approval and signature, and not having been returned by him to the House of Representatives, in which body it originated, with his signature or his objections to the same, within the time prescribed by the Constitution of the State of Louisiana, the same has become a law without his approval and signature.

No. 139.] AN ACT To repeal an Act entitled “An Act relative to the Louisiana Levee Company, a corporation organized under the general laws of the State, constituting it, a body politic and corporate with certain powers, privileges, and franchises, and contracting with the said corporation for the construction, maintenance, and repairs of certain levees, and providing the compensation therefor,” approved February twenty, eighteen hundred and seventy-one ; also to repeal Act number forty- three of the Acts of eighteen hundred and seventy-three, entitled “An Act to amend and re-enact section number two of an Act relative to the Louisiana Levee Company, a corporation organized under the general laws of the State, constituting it a body politic and corporate, with certain powers, privileges, and franchises, and contracting with said corporation for the construction, maintenance, and repairs of certain levees, and providing for compensation thereof.” approved February twenty, eighteen hundred and seventy-one; and also to amend and re-enact section one of an Act entitled “An Act ratifying and confirming a contract between the Louisiana Levee Company and the Governor of the State of Louisiana,” approved February twenty-eight, one thousand eight hundred and seventy- one, providing for the acceptance by said Levee Company, and authorizing and requiring a yearly estimate of levees to be built; reducing the compensation thereof from sixty to fifty cents per cubic yard, and providing for converting timber work into earth work; provided, that this repeal of said Acts shall not affect the taxes imposed thereby, and leaving all sections of said Acts regulating the assessment and collection of such taxes in full force and effect; authorizing the Louisiana Levee Company to sue the State under . certain restrictions, and to provide for the settlement and liquidation of such judgments as shall be rendered against the State if the suit instituted by said company should result adversely to the State; appropriating one-third of the levee tax of one thousand eight hundred and seventy-seven, or so much of this appropriation as may be necessary, to pay such judgment as said Louisiana Levee Company shall obtain for levee work done in the year one thousand eight hundred and seventy-seven, by anticipating the revenues of one thousand eight hundred and seventy-seven, collectible in one thousand eight hundred and seventy-eight; and providing for suit to forfeit the charter of said company in the event of non-acceptance of the terms hereof, and forbidding the payment of any tax collected in the future in the event of said non-acceptance.
