ACT No. 46. AN ACT Providing for the method and procedure of adopting all persons, both majors and minors; for the annulment of such act of adoption; for changing the name of the person adopted; for punishment for contempt, of persons who violate certain provisions of this act; for the recording of said act of adoption; for appeals from judgments rendered in accordance with this act; for the jurisdiction of the Courts under this act; for validating adoption heretofore made; and for the repeal of laws in conflict herewith.

ACT No. 67. AN ACT To declare all bi-valves and parts thereof in the waters of the State to be the property of the State of Louisiana; to provide the manner and extent of their reduction to private ownership; to encourage, protect, conserve, regulate and develop the bi-valve industries of the State of Louisiana; and to provide penalties for violation of the provisions of this Act and to repeal all laws in conflict herewith.

ACT No. 71. UNIFORM VETERANS' GUARDIANSHIP ACT. AN ACT Concerning the curatorship and commitment of incompetent veterans of all wars and the tutorship of minor children of disabled or deceased veterans entitled to the benefits of any act of Congress of the United States and to make uniform the law with reference thereto.

ACT No. 189.  AN ACT To amend and re-enact Section 2 of Act No. 198 of 1918, entitled: "An Act to grant the right to mortgage movable property; to provide the method of executing, recording, foreclosure and enforcement of such right of mortgage; to provide for the regulation and effect of such right of mortgage; to provide penalties for the fraudulent disposition or concealment of property mortgaged under this Act; to provide penalties for the fraudulent release of a mortgage arising under this Act; to provide penalties for the granting of a mortgage on property not belonging to the mortgagor; to provide penalties for concealing the existence of liens, privileges or encumbrances already existing on the property mortgaged under this Act; to provide for the obtaining of an affidavit by a resident of any parish from a non-resident of such parish in connection with the purchase of the movable property which may be mortgaged under this Act; to provide penalties for the violation by the mortgagor and other persons of the provisions of such mortgages and of this Act and penalties for frauds in connection therewith; to provide for the repeal of laws in conflict herewith."

ACT No. 121. AN ACT To amend and re-enact Sections 9 and 10 of Act 59 of 1930, entitled: "An Act abolishing the offices of the Justice of the Peace and Constable in the Fifth Ward of the Parish of Ouachita, and creating in their stead the City Court of West Monroe, and the necessary officers of said Court, and defining the qualifications, powers and term of offices, and the time and manner of election or appointment, jurisdiction of said court, manner of taking appeals therefrom, domicile of said court and method of executing process, and providing for the salaries and fees of the officials thereof, and providing for disposition of fines and penalties assessed and collected by said court, and for the care and use of the prisoners awaiting trial and tried and convicted by said court, and to repeal all laws or parts of laws, general or special, in conflict with this Act."
