ACT No. 61  AN ACT To create and provide for a system of civil service for the municipal police employees of the city of Slidell; to create and provide for the organization, powers, functions and duties of the Municipal Police Employees Civil Service Board of the city of Slidell and the director of personnel; to provide penalties for violations of this Act or any rule, regulation or order issued hereunder; to provide with regard to matters pertaining to said civil service system; to provide for the effect of general statutes affecting municipal police employees or municipal police departments in matters of classified civil service for the city of Slidell; and otherwise to provide with respect thereto.

ACT No. 69  AN ACT To amend and reenact Subsection B of Section 2476 of Title 33 of the Louisiana Revised Statutes of 1950, relative to municipal fire and police civil service boards, to provide with respect to residence requirements for the police department members in the city of Houma.

ACT No. 81  AN ACT To amend and reenact Paragraph (1) of Subsection E of Section 104 of Title 56 of the Louisiana Revised Statutes of 1950, relative to hunting licenses, to provide clarification as to the source and use of revenues generated by the Louisiana Wildlife and Fisheries Commission for development and preservation of migratory waterfowl.

ACT No. 183  AN ACT To amend and reenact Paragraphs (8), (12) and (14) of Subsection A of Section 1299.41, Subsection F of Section 1299.41, Subsection A and C of Section 1299.42, Section 1299.44, Subsection A of Section 1299.45, Section 1299.46, and Section 1299.47 of Title 40 of the Louisiana Revised Statutes of 1950, relative to medical malpractice and medical malpractice claims, to amend certain definitions, to provide additional procedures with respect to proof of financial responsibility, to provide for deposit of the patient's compensation fund with the state treasurer, to provide for the establishment and collection of a surcharge for the administration and protection of the fund; to provide for appropriation by the legislature for execution of duties by the attorney general and the commissioner of insurance, to make certain provisions with respect to malpractice coverage in the case of self-injured health care providers, to provide as to risk management authority, to provide as to the medical review panel for the selection of a third physician panelist, and otherwise generally and specifically to provide with respect thereto.

ACT No. 301  AN ACT To amend Title 35 of the Louisiana Revised Statutes of 1950, by adding thereto a new Section, to be designated as Section 14 thereof, to provide that any person who is disbarred or suspended from the practice of law due to charges filed by the Committee on Professional Responsibility or has consented to disbarment shall not be qualified or eligible nor shall he exercise any functions as a notary public in any parish of this state as long as he remains disbarred or suspended from the practice of law.

ACT No. 315  AN ACT To amend Part 1 of Chapter 1 of Code Title XXII of Code Book III of Title 9 of the Louisiana Revised Statutes of 1950 by adding thereto a new Subpart, to be designated as Subpart D and to be comprised of R.S. 9:5136 through 9:5140.1, relative to the appointment of a receiver or keeper of the property in the case of a foreclosure or seizure of either immovable property, or movable property, or both.

ACT No. 320  AN ACT To amend Title 35 of the Louisiana Revised Statutes of 1950 by adding thereto a new Section, to be designated as R.S. 35:392.1, relative to notaries public in the parish of Caddo, to provide that attorneys at law residing in the parish of Caddo may qualify and be appointed as notaries public without having been a resident of the parish of Caddo for at least two years preceding appointment. Notice of intention to apply for the passage of this Act has been published and evidence of such publication has been exhibited to the Legislature, as provided by Article III, Section 13 of the Constitution of Louisiana.

ACT No. 333  AN ACT To amend and reenact Section 2442 of Title 9 of the Louisiana Revised Statutes of 1950, relative to a statutory will, to provide a procedure whereby a person who is blind or who does not know how or is not able to read may execute a statutory will, and otherwise to provide with respect thereto.

ACT No. 351  AN ACT To amend and reenact Part I of Chapter 11 of Title 37 of the Louisiana Revised Statutes of 1950, to be comprised of Sections 911 through 929, to provide for the regulation of the practice of nursing by a registered nurse; to provide for redefinition of relevant terms; to provide for a State Board of Nursing and to define the powers and duties of said board, including examination and licensing of nurses practicing as registered nurses; to provide for the establishment of standards for educational programs preparing individuals for nursing practice and matters thereto; to prescribe penalties for violation of this Part; and otherwise to provide with respect thereto.

ACT No. 515  AN ACT To amend and reenact Section 212 of Title 37 of the Louisiana Revised Statutes of 1950, relative to the definition of the practice of law, to include as the practice of law the certifying or giving opinions as to title to immovable property, and to require every title insurance contract relating to immovable property to be based upon the certification or opinion of a licensed Louisiana attorney.

ACT No. 517 AN ACT To amend and reenact Sections 251 and 252 of Title 35 of the Louisiana Revised Statutes of 1950, relative to the limit on the number of notaries public in the parish of Orleans and the filling of vacancies within said number, to increase the limit on the number of notaries public for Orleans Parish.

ACT No. 567  AN ACT To authorize and empower the Louisiana Health and Human Resources Administration Division of Family Services, as successor to the Louisiana Department of Public Welfare, to sell or transfer title to certain described property, together with all buildings and improvements thereon, located in the city of New Orleans; and to provide that funds received from such a sale or transfer shall be placed in a special fund with the office of the state treasurer and shall be available for the purchase of certain land and for construction of an office building on the purchased land.

ACT No. 649  AN ACT To amend Chapter 1 of Title 39 of the Louisiana Revised Statutes of 1950 to add thereto a new Part, to be designated as Part XII thereof and to contain Sections 333 through 354, both inclusive, to incorporate into said part the powers, duties, and functions heretofore vested in the division of administration, office of the governor by Act No. 690 of the 1972 Regular Session of the Legislature, being R.S. 49:316, being the provisions of law previously vesting powers, duties, and functions in the state comptroller, which office was abolished effective May 10, 1976; to repeal Chapter 6 of Title 49 of the Louisiana Revised Statutes of 1950, being R.S. 49:351 through 49:376, and otherwise provides generally and specifically for the transfer of the powers, duties, and functions formerly those of the state comptroller to the office of the governor, division of administration, and to the commissioner of administration.

ACT No. 658  AN ACT To amend and reenact Subsection C of Section 2152 of Title 13 of the Louisiana Revised Statutes of 1950, to provide that the judges of the First and Second City Courts of the city of New Orleans be permitted to devote time to another profession or occupation, other than the practice of law.

ACT No. 677  AN ACT To amend and reenact Section 1 of Title 35 of the Louisiana Revised Statutes of 1950 relative to notaries public, to authorize the governor to appoint any person he deems competent as notary public for any parish, if that person meets all qualifications and requirements as provided by law and to provide further with respect thereto.

ACT No. 679 AN ACT To amend and reenact Article 2334 of the Louisiana Civil Code of 1870, to amend and reenact Sections 2801, 2802 and 2804 of Title 9 of the Louisiana Revised Statutes of 1950 and to amend and reenact Section 11 of Title 35 of the Louisiana Revised Statutes of 1950, relative to disposition of certain immovable property, to prohibit the husband from alienating or encumbering, without the authority and consent of the wife, immovable property standing in the names of both the husband and wife, or in the name of the husband if acquired during marriage; to provide for the designation of certain community immovable property as the family home in acts affecting such property; to provide for the property which may be designated by the wife as the family home; to provide that the wife may waive these rights; to require a declaration of family home status in all acts affecting immovable property in which any party is married; and otherwise to provide with respect thereto.

Act 465  AN ACT To amend Title 35 of the Louisiana Revised Statutes of 1950 by adding thereto a new Section, to be designated as Section 15, to authorize the governor to appoint certain executive officers of each troop headquarters and investigators of the internal affairs unit of the office of state police as ex officio notaries public with limited notarial powers, to provide for bonding of said notaries, to require the department of public safety to pay costs incurred for such commissions, and otherwise to provide with respect thereto.
