The Louisiana Constitutions

In 19th century Louisiana, Justices of the Peace were often used as administers of oaths. In fact, this is their only mention in Louisiana's first constitution: "The oaths of office herein directed to be taken, may be administered by any justice of the peace, until the legislature shall otherwise direct."

Mayors were often de facto Justices of the Peace and keepers of order.

In early English law, the role of the Justice of the Peace was to maintain order and deal with law breakers, as well as to serve as the King's eyes and ears.
